Aptana was a nice one which is similar to Dreamweaver that I've used: http://www.aptana.com/studio/download/

Are you looking for a WYSIWYG editor?
Try BlueGriffon, Kompozer, or Aptana.

http://maqetta.org/ looks pretty cool for an online editor.

I used to use seamonkey before i found out that kompozer is easier to install on linux.

Depending on what OS you have; you could use CoffeeCup Free HTML Editor
http://www.coffeecup.com/free-editor/

PageBreeze is also free, I had a friend that used it

If you don't need WYSIWYG, I suggest NetBeans (http://www.netbeans.org) it is platform independent and supports many languages. Above all it is FREE of cost Smile

I'm pretty sure dreamweaver is a WYISIWYG, so i'm guessing that he's looking for something similar to that.
