In the short time of usage the what I can compare from VPS3 to VPS4 is that VPS4 got better network performance while VPS3 have better CPU (with reference to this review).

Sorry for lacking on that part, its because I'm quite new in VPS, server administration and configuration. I've also just getting started into learning web development. So I couldn't tell for now how its going to perform with a live/production web site, how many site it could virtually host, its performance as a game server and so on...
My only opinion base on the tests is that I think its a good low-end-box VPS.
