What do you mean by lag, delay, breaking the blocks? Spikes? It depends how far away you are from your VPS. The further you are, the higher the ping, the higher the ping, the higher the packet loss and that means you will definitely have some delay while playing minecraft.

i live in san diego, and the vps was in los angelos. there was no lag for me, or anyone that i could chat.

I wouldn't run at all if you use Bukkit. SMP will work fine tough.
