There's a box aside the main box where you can select your country and your provider. The list is kinda outdated though Rolleyes.

why would someone need to do this? how does the webserver send a sms to a phone? aren't they two different kinds of connections?

A phone connected to a PC... or a PC with a GSM module... etc. etc.

However, many of these websites are just scams to make you receive ads on your number - very profitable for the website owners.
