I think it looks like this:

If you optimize everything really good then it will use only a little RAM. And some applications use only some 100KB of RAM (I don't think a DNS service process uses so much RAM that it will eat your ram as an example). The VPN basicly is already done through SSH Tunneling and eats almost no RAM, only the sshd process.

So a lot is possible if you manage to optimize it enough!

For DNS, use NSD instead of Bind, it uses less memory. If your the only one who will tunnel thru your VPS better use SSH tunneling instead of setting up a VPN server which is quite complicated and will add memory usage. Other optimization are: SysLog-NG over RSysLog, Exim over PostFix, which are known to consume lesser memory.

I'd try running a web-service , email hosting or game hosting ( must be java XO )
It ain't much ram , but I did all these 3 on a free trial VPS I found on low-end-box years ago , and the one from mycpanel , too bad they died .

i run 10 servers and 512 slots sometimes max on my VPS and it uses umm 80MB of ram, not that much maybe less

You can run Small sites.. and mini games..
I think minecraft not enough for 128M VPS
