I know about this agreement but so far I never seen such low-end products with it.

I have seen one cheap phone with 1.6 but this one had the normal market.

I guess there is no agreement like that in my country.

I think that, currently, this is only happening with carriers in the United States.

It used to happen in Canada as well. At one point you couldn't get any paid apps, but that has obviously changed.
