He's meaning one that can be used to reload/reboot the VPS and change some other things.

That is true, there is a way to reboot without a control panel like that, but as for reloading OS or other things like that, I guess you cant get everything for free.

How come all my sponsored VPS have all and each atleast a control panel?
I mean, I have 1 with HyperVM, 1 with SolusVm and 5x VirtPanel.
