I think your provider is doing something weird. 2.6.32-042stab055.16 should be a RHEL6 kernel which should use vswap. I'll see if I can look into this more later.

Well vzfree's math is correct.

The only thing I can think of is that your provider is trying to migrate their containers to the new OpenVZ version, but for some reason is still trying to use burst, or are still in the process. Or they are trying to do something very different.

It looks like they set the limits for openvz without vswap and are using openvz with vswap
