Flash was not removed from Android 4.1. Chrome is installed on the newest Android version and it has Flash in-built.

Adobe flash has stopped making their flash player for Android 4.1 So you can't use other apps that need flash. I believe that a few downloads sites like Chip.de, CNET Download or even Google have apks of the latest version that was available in the market.

Flash player is still available to download from the play store for devices below Android 4.1
