So now the question is either gonna be cookie tracks , or mandatory survey's/ JavaScript timer , ETC .

Just saying . I think JavaScript timer + groups would work extremely well ... I'd say 1 minute on the Requirements page would make everyone read the entire page .

This is a good solution and it could be keep there no matter what. Like a notice for the users of the forum, I'm sure it would bother no one because there where you placed is already something more annyoing (a ad banner). I kind of support this notice on the index.

I am not sure the javascript idea would work... There are people who disable their Javascript for reasons like 1)security 2)exploit websites 3)something here I am sure there are more reasons, but I cannot think of anything right now.

The notification bar might work though...
