I know how you feel. It is based on luck, time, sponsors and active users. I went through archived giveaways and found VPSs with 3GB, 2GB intact. They had better stats than the ones we currently have X.X

Connection and location are important factors if you are hosting a website. Others are necessary if you have specific needs like hosting a data centre, game etc. A VPS with 128MB RAM is enough to host a simple website...

Yes. you right. my basic need is low ping and DDos Protection. also SSD for quick boot. even 10GB.

and you expect to find those on a free VPS? SSDs and DDoS protection can get very expensive. Of course, if you're simply hosting a website you could use a cloudflare proxy to provide a small amount of DoS protection for free.

I got my first VPS six months after I joined FreeVPS.  I realized I had to work on my Score to stand a chance for the VPS specs I was hoping to get.  I think one should be patient and wait until it works out.  There is always next month and you'll then have a chance to increase your score for next month's giveaway.  Good part of waiting for six months and posting to increase my chances, was that I learned so much more about VPSs.  Particularly how to set up the security of a VPS, what free panels are available etc.  The Forum has so many interesting parts to it that I may not have discovered if I hadn't waited.  There is a great free resource section in the Forum for example.  I signed up for three shared hosting accounts and also learned about great deals for VPSs.  The six months were definitely not wasted months - the one free hosting account was a VestaCP shared hosting account - the fastest shared hosting account I've ever had, the other DirectAdmin, and another cPanel.  By the time I got my VPS I was much better equipped to work with it.

Wow your BASIC need is quite demanding actually. It is unlikely you can get this here for free any time soon.

You do not have to wait six months just to get a VPS. Most giveaways have at least ten VPSs in them; you can apply for all of them if you are just aiming to host a website. 512MB hosts might sound garbage to some applicants because many people desire to install CPanel in their VPSs. In the past, people did fine without CPanel or any other web panel; you can use the Terminal with packages such UFW to set up your web page. Htaccess also can be done manually.
