Most VPS providers give you a static IP address. Contact your provider for help if you get a dynamic IP address.

I don't think so, you can setup your own web servers on home (except localhost) >.<

@sagher, you should study more about Apache Web Server, Nginx, or Open Litespeed to handle your VPS into web server.
A web server is your answer to redirect custom domain (host your domain) on your VPS IP.

But first you should have DNS Manager like bind9, or cloudflare to give A point of yourdomain.com to your VPS IP.

Thumbs Up
ok so here I think what you need,
Create a index.html page and put all content in it. It will redirect all trafic as soon as it loads.`
Give rep if I helped.

index.html or index.php

PHP Code:
<html>
  <head>
     <title>...</title>
     <meta http-equiv="refresh" content="0; url=http://dummysite.com">
     <meta http-equiv="pragma" content="no-cache">
     <meta http-equiv="expires" content="-1">
  </head>
  <body>
  </body>
</
html

If you need a JS script please let me know.

A proper redirect is better than this.
Just use
return 301 http://example.com; Happywide

From what i can understand, you have a website that is hosted at your home with dyDNS with something sagher.no-ip.com. However, you wish to have a full FQDN i.e. sagher.com. Hence, in this regard simply use a URL redirect in your domain panel. in your domain control panel you will find URL redirect. It will just do that. If you still do want to do that, i suggest you take some free web host server. Then create a frame in the html which loads the pages from you sagher.no-ip.com.
