Why not just use LE? Simply check whether a user is pointing to your server and voila! SSL support.

It isn't as simple as that. Because Let's Encrypt performs verification, I'd have to perform the ownership verification first and then proxy to the user's domain and finally activate the certificate. I'm still thinking of a way to implement this.

Let's Encrypt performs verification with a http request to a file or checking if a txt record exist right? Well can't you do something either haproxy and serve the verification file automatically and delete it after on behalf of the user.

is a small vps for testing some apps like psybnc, ircd or small servers like minecraft server (limit RAM)
Only is good for ost website.

It's good enough to do a lot, though a Minecraft server is really pushing it.

I limit users to 20% of a core at any time, as to prevent abuse, fork bombs, etc (somebody actually thought it would be great to run one of those.)
