Correct mobile friendly Viewport tag for mybb forums?

I'm working with myBB theme trying to make it mobile friendly.  What I did was to first find a Website that is mobile friendly and then slowly following the example in their template. 

This is the viewport meta tag for the mobile friendly Website:

<meta name="viewport" content="width=device-width, initial-scale=1.0, maximum-scale=10.0, user-scalable=yes" />

But this is the common meta tag that is suggested in discussion forums that I Googled:

<meta name="viewport" content="width=device-width, initial-scale=1">

Are there more than way of using the code, and if yes, which is the better code to use for myBB forums?

Also any other tips - such as for the CSS?

Bootstrap using this tag. They said "Bootstrap is developed mobile first, a strategy in which we optimize code for mobile devices first and then scale up components as necessary using CSS media queries." So you can try this.

Thank you for the feedback @cybersa.   Cool

Bootstrap is a good suggestion but I don't want to go to that extreme.  I don't think the myBB Square theme needs radical changes - it's already built with the basics for being mobile friendly.  I'm only interested in simple tweaks and was wondering which of the two viewport commands I found is more commonly used.  You've provided me with a third - probably the best one so far.  I now get the message that those viewport commands are most probably relative to the mobile friendly script that is being used.  I'll Google this some more.
